He has posted this requirement in Lime Exchange where you can find all sorts of freelance projects that only will be accepted by people who are ready to accept the lowest pay rate in the world.

I firmly believe that this trend of fleecing people will change soon. There are better marketplaces coming up where you can get paid a much better price for 350-500 word unique articles.
